A revised land use plan for Gurgaon is in the offing, as it was felt that the City, will a projected population of 42 lakhs by 2031, will need far better planning and more resources than envisioned in the ‘Master Plan’. This was disclosed by P Raghavendra Rao, Additional Chief Secretary, Town and Country Planning Department, Government of Haryana, who was speaking at a workshop organised  by Gurgaon First, titled Eco Green Initiatives: Sustainability Solutions for City homes and offices. Rao also talked about solutions whereby sewer water could be treated and used for horticulture, and called for turning Gurgaon into a zero waste city. He also said that there is need for an urgent solution to the Bandhwari Waste Treatment Plant, which has remained non-functional for quite a long time. “The Aravalli belt could be declared as a eco-sensitive zone, just like Sultanpur National Park,” he said, adding that the government was optimistic that Gurgaon could soon become a smart city. Dr Sudhir Krishna, ex-Secretary, Ministry of Urban Development, talked about the need for a regional development framework. He talked about smart water supply with metering and a rational tariff, ban on use of underground water and no trunk lines for sewerage. Krishna also emphasised the need for people to walk to work, safely and quickly and the enhancement of public transport. He also talked about not sending waste to the landfill. MCG Commissioner Vikas Gupta said that it was important for each citizen to make a difference by conserving energy and water. He also talked about extra incentives to promote green buildings and mentioned that revised building by-laws would be issued within a month.  He said that the ‘confusion’ around  the multiplicity of agencies such as HUDA and MCG will be removed, and there will be single window accountability.

Additional Chief Secretary Rao also informed that the increasing pollution levels in Gurgaon could pose a threat to the environment and the quality of life of the residents. The water table is falling and the ambient air quality is deteriorating rapidly. The accumulated waste at the Bandhwari plant on the outskirts of the City is causing severe air pollution and possibly poisoning the ground water below. Besides, little has been done on water recharging and rainwater harvesting, or for the promotion of solar energy and green buildings. “We urge the authorities to conduct a comprehensive sustainability assessment of the City, and as an outcome of the report, set sustainability goals for the next five years,” said Shubhra Puri, Founder, Gurgaon First.
